RISTNA HARBOUR REGULATIONS
1. General provisions
1.1. Basic information about Ristna Harbour
- Harbour: Ristna Harbour – services are provided to professional fishermen and local vessel owners.
- Use of harbour services: free of charge for members of MTÜ Ristna Sadam and Harju Kalandusühing.

1.2. Purpose of the regulations
These regulations govern the use of the harbour territory and water area, the ensuring of safety, and the rights and obligations of harbour users.
The regulations are mandatory for all harbour users: boat owners, visitors, and service providers.
2. Entry and departure
2.1. Entry to and departure from the harbour take place with the permission of and in accordance with the instructions of the harbour master.

2.2. Vessels must comply with speed limits and navigational marks.
2.3. Manoeuvres must be carried out safely and without disturbing others.
Speed limit in the harbour and on the approach channel: 5 km/h.
3. Use of the quay
3.1. Mooring is carried out according to the instructions of the harbour master or his/her representative.
3.2. Use of the quay is permitted only for vessels registered in advance.
3.3. Use of electricity and water connections is based on meter readings.
4. Safety requirements
In the harbour it is prohibited to:
- store oils, fuels, and items on the quay in a manner that obstructs movement;
- wash vessels using polluting substances;
- carry out fire-hazardous work without permission;
- use an anchor without the harbour master’s permission;
- use a WC without a black-water holding tank;
- discharge black water and septic tank contents into the harbour water;
- dispose of waste anywhere other than in a container;
- keep unvaccinated animals on a vessel and leave pets unattended;
- leave minors unattended;
- walk on the harbour breakwater stones;
- board a vessel without authorisation;
- swim and fish in the harbour water area without permission;
- create noise and disturb night-time quiet during 22:00–08:00;
- be in the harbour area while intoxicated or behaving contrary to good conduct.
Additional requirements:
Vessels standing at the quay are allowed to run the propeller only at minimum revolutions to warm up the engine.
The harbour master has the right to:
– impose special requirements for water traffic;
– prohibit entry or departure;
– demand compensation for damage caused;
– require proof of third-party liability insurance.
5. Waste management
5.1. Waste must be sorted and placed in the appropriate containers.
5.2. The harbour does not accept hazardous waste (oils, fuel, chemicals).
5.3. Discharging sewage water and bilge water into the water is strictly prohibited.
6. Liability
6.1. The boat owner is responsible for the safe condition and operation of their vessel in the harbour.
6.2. The harbour is not responsible for damage to users’ personal belongings or vessels if the damage did not occur due to the harbour’s fault.
7. Supervision and handling of violations
7.1. The harbour master supervises compliance with these regulations.
7.2. In the event of violations, the harbour has the right to suspend the provision of services or remove the vessel from the harbour.
8. Final provisions
8.1. The harbour has the right to amend and supplement the regulations.
8.2. The regulations enter into force upon publication and are binding on all users.
